  I am looking for a software/plug-in for a PDF that students can fill in their answers or actions to questions or CTA that I pose on the same PDF.

  Creating fillable PDFs wouldn’t be a plugin. That’s built-in functionality of Adobe Acrobat, I believe.

  We use Wondershare PDF Element for this and it works well – you can get a trial version direct from their product site at https://pdf.wondershare.com/store/windows-individuals.html
